Many new sites can optimise to the max, yet still not be ranked well due to so called "Sand Boxing" where new sites are sometimes not allowed to rank well for months. The sandboxing is another of Google's technology issues gone wrong. My pages were remained relatively stable over the years due to the advanced linking strategies used.
